A Planning Proposal has been received from DPG Projects Pty Ltd (Develotek) for proposed amendments to the Canada Bay Local Environmental Plan 2013 with respect to land at 79-81 Queens Road and 2-8 Spencer Street, as well as the adjoining land at 10-12 Spencer Street, Five Dock.

About the Planning Proposal

The objective of the Planning Proposal is to enable the land at 79-81 Queens Road/2-8 Spencer Street to be developed independently of 10-12 Spencer Street. At present, both sites are required to be amalgamated and developed as a single site before the maximum (i.e. incentive) Height of Building and Floor Space Ratio standards can be sought.

As such, the following changes to the Canada Bay Local Environmental Plan 2013 are proposed:

  1. Revise the minimum site area requirements (Clause 8.4) for 79-81 Queens Road and 2-8 Spencer Street to 3,095m² and 10-12 Spencer Street to 936m².
  2. Rezone the current RE1 public recreation land to MU1 mixed use and apply a maximum height limit of 2.5m for a width of 8m along William Street.
  3. Apply a maximum Incentive Floor Space Ratio of 3.3:1 to 79-81 Queens Road/2-8 Spencer Street and 1.8:1 to 10-12 Spencer Street.
  4. Apply a maximum Incentive Height of Building of 67m to 79-81 to Queens Road/2-8 Spencer Street and 19m to 10-12 Spencer Street.

A draft Development Control Plan (DCP) has also been prepared to guide future development of the sites and introduce a requirement that a single vehicle accessway be provided from Spencer Street to enable a future consolidated driveway and basement.
