• What is proposed?

• The streetscape upgrade is an outcome of the Five Dock Urban Design Study, Council’s and the community’s 20-year vision for the Five Dock Town Centre.

  The revised Stage Two concept plan outcomes include:

  • Planting of street trees and shrubs
  • Installation of high quality pavements and street furnishings
  • Improvements to the drainage system
• What are the community benefits of the streetscape upgrade?

• In our experience, streetscape upgrades have provided real benefits to local businesses and residents through:

  • Improving the public amenity which makes the centre a more attractive place to work in and visit
  • Implementing a streetscape design which focuses on pedestrian safety through slowing down vehicles
  • Enhancing the environmental, social and cultural sustainability of the place
  • Retaining and attracting businesses and residents.
• How has council engaged and involved the community in the development of the streetscape upgrade?

• In 2011, the City of Canada Bay commenced the journey of taking a holistic approach to addressing issues and opportunities in relation to the Five Dock Town Centre. From 2011 to late 2018, the community have been invited to participate in the discussion both online and at events and workshops.

  Council has actively invited the community to participate in these discussions through distributing information via:

  • Direct mail to households and businesses
  • Letterbox distribution of flyers
  • Inclusion within Council newsletters
  • Online availability 24/7 on Council’s website
  • Articles published in the media and within the Mayoral Column in the Inner West Courier.
• What are the key amendments to the 2015 concept plans?

• SOFT LANDSCAPING

  • Additional trees and low planting on both sides of Ramsay Road
  • Changes to proposed tree locations on Great North Road due to conflicts with traffic signals and building awnings.

  STREET FURNITURE

  • Addition of pre-cast concrete seating at new and existing street trees.

  FOOTPATH

  • Surface treatments changed to align with those used in Stage One

  PARKING

  • Previously proposed kerb extension on the southern side of Kings Road and in Garfield Street has been removed to reduce parking loss
  • Previously proposed kerb extension on the northern side of First Avenue has been shortened to reduce parking loss.

  PEDESTRIAN CROSSINGS

  • Previously proposed pedestrian crossing in Garfield Street has been removed due to RMS requirements
  • Modifications of the crossing at Fred Kelly Place and the extension of the southern median island have been removed due to TfNSW requirements.
• How is the project funded and what is the anticipated cost?

• The works are funded from Developer Contributions. Council will be delivering $3.3M worth of works in FY20-21 and $2.16M in FY21-22.

• When will construction commence and how long will it go for?

• It is anticipated construction will commence in January 2021 with completion expected in November 2021.

  Works will be delivered in stages starting from Henry Street at the north to Queens Road at the south.

• What are the construction days and working hours?

• Standard site working hours are to be Monday to Friday 7am - 5pm and Saturday 7am - 3pm.

  Prior to undertaking night works, notification will be distributed to nearby properties.

  In response to the COVID-19 situation, the NSW Government has permitted construction activity to extend to Sundays and public holidays 7am - 5pm for any works not resulting in high noise emissions.

• Will this project impact on Ferragosto 2021?

• Council is planning the Stage 2 upgrade works carefully so that they do not impact on the Ferragosto 2021 street festival.

  In the months leading up to the festival, Council will be reviewing progress and making plans with the appointed contractor to ensure the project works will not impact on this important festival.

• Will this proposed development impact traffic or parking?

• The works in Great North Road will be undertaken whilst maintaining traffic flows. During construction, temporary impacts are expected from traffic disruptions and pedestrian diversions.

  The appointed contractor will be required to prepare a site-specific Traffic Control Plan. The Plan will consider vehicular and pedestrian traffic and ensure traffic flows are protected from plant and machinery, conflicting traffic and excavation works and provide details of signage, safety barriers, fencing or hoardings (temporary) and traffic controllers, for the protection of traffic, pedestrians, cyclists and businesses.

  Following community consultation, a number of proposed kerb extension on the Kings Road, First Avenue and Garfield Street have been removed to reduce parking loss

• Will the same public benches and bins that were installed in Stage One be installed in Stage Two?

• Yes, with the addition of concrete seating around new and existing street trees. The same bins used in Stage One will be installed in Stage Two. Please note, bin locations are not subject to change.

• Will this project be impacted by the Sydney Metro West works?

• Council are coordinating with Sydney Metro’s planned works to construct the Five Dock metro station as part of the Sydney Metro West project.

  The proposed Five Dock Station would be made up of two sites — one located on Great North Road, between East Street (western site) and the other located at the corner of Second Avenue and Waterview Street (eastern site).

  The station entrance would be located at Fred Kelly Place, off Great North Road. The project would deliver rail to this area for the first time, providing a fast and direct trip into the Sydney CBD. The new metro station would also provide an easy interchange with the local bus network along Great North Road. The metro station would be integrated into the area and support recommendations of the Council’s Five Dock Town Centre Urban Design Study, building on Five Dock as a vibrant and friendly village to live, work and visit.

  Transport for NSW anticipate to commence demolition works in spring 2021.

  A small portion of the project fronting the proposed dig sites will be upgraded by Sydney Metro West at the completion of their works.

• Transport for NSW bus network changes

• On 24 February 2020, Transit Systems, the operator of Transport for NSW’s (TfNSW) inner west bus service, informed the community of proposed changes to bus stops. These changes were subsequently implemented in October 2020, aligning with changes to bus services. The following changes overlap with Council’s streetscape works:

  • Bus Zone extended on the west side of Great North Road just north of Garfield Street
  • Bus Zone extended on the east side of Great North Road outside Club Five Dock
  • New Bus Zone on the north side of Ramsay Road near First Avenue

  Major roads like Great North Road and Ramsay Road are managed by TfNSW. As such, these changes did not require approval from Council.

  These bus stop changes have resulted in the removal of a number of on-street parking spaces and other minor differences compared to Council’s streetscape upgrade plans.

Local Business FAQ

• I operate a business in the Stage Two proposed works zone. Will this impact my business?

• Council will be working with local businesses to help in developing a construction schedule which will deliver the least impact to their business operations. Furthermore, with businesses who do not have rear access to receive goods, we will discuss options with you to ensure you receive your deliveries during the construction period.

  At all times during construction business operators, their employees and customers will retain access to each business entrance. In the period of footpath re-construction, the methodology undertaken includes a sectional demolition and replacement of the footpath which enables temporary ground covers and, if necessary, ramps to enable access at all times to your business.

  Council has embarked on this significant project to improve the visual amenity and pedestrian access of Great North Road. The desired outcome is to deliver a streetscape and environment which is appealing to and safe for visitors.

• What is the background to the footpath dining structures on Great North Road, Five Dock?

• In 2003/04, Council commenced a streetscape upgrade of Great North Road between Henry Street and Queens Road, which included trialling a new Council initiative resulting in footpath dining shelters designed and installed by Council with cost recovery achieved through an annual rental paid by business operators.

  The scheme was, and is still, unique to the City of Canada Bay’s footpath dining program. Within our other precincts it is the responsibility of the property owner and/or business operator to install their own structures which typically includes a Development Application process.

  Over the past few years, some businesses have not been supportive of the Five Dock structures and this has resulted in the removal of several of the structures installed in 2003/04.

  The City of Canada Bay’s current streetscape upgrade provides an opportunity to review the scheme and deliver a better outcome for business operators, their customers, residents and the overall amenity of this town centre.

• What are Council’s plans for improving the aesthetics of footpath dining?

• In May and June 2016, we undertook face-to-face engagement with current footpath dining permit businesses to assist in informing a new Footpath Dining Policy in relation to Great North Road, Five Dock.

  All existing structures installed by Council in 2003/04 are to be removed, providing greater flexibility for business operators. Please refer to Council’s Business Use of the Footpath Policy.
